What Is EOBI?
The Employees' Old-Age Benefits Institution (EOBI) is a statutory body under the Ministry of Overseas Pakistanis and Human Resource Development. Established under the Employees' Old-Age Benefits Act 1976, EOBI provides old-age pension, invalidity pension, survivors' pension, and old-age grant to registered workers in the private sector across Pakistan.
EOBI is not optional — it is a mandatory social security obligation for all employers with 5 or more workers. Non-compliance results in penalties, fines, and potential legal action under the EOBI Act.

Who Must Register with EOBI?
- Any employer in the private sector with 5 or more employees at any point during the year
- Covers all industries: manufacturing, retail, services, construction, IT, hospitality
- Includes seasonal workers if they are employed for 3 or more consecutive months
- Does not apply to government employees (covered by separate pension schemes)
- Applies to employees earning up to Rs. 50,000/month — contributions are capped at this wage ceiling

⚠️ Note: Contributions are calculated on the minimum wage, not the employee's actual salary (regardless of what they earn). So even if an employee earns Rs. 200,000/month, EOBI contribution is still calculated on the minimum wage ceiling. This makes EOBI affordable even for businesses with higher-paid staff.
How to Register Your Business with EOBI
Gather Required Documents
- Business registration certificate (SECP, Registrar of Firms, or trade license)
- NTN certificate
- CNIC of owner/director
- List of all employees with CNICs and joining dates
- Bank account details of the business
Register Online via EOBI Portal
Visit eobi.gov.pk and click "Employer Registration." Fill in your business details, upload required documents, and submit. EOBI will verify and issue your Employer Registration Number (ERN) — usually within 5–7 working days.
Register Each Employee (EOBI Card)
After employer registration, register each employee individually on the EOBI portal. Each employee will receive an EOBI insured person number (on their EOBI card), which tracks their contribution history. Employees need this number to claim their pension later.
Pay Monthly Contributions
Contributions must be deposited by the 15th of the following month via bank challan or online through the EOBI portal. Keep payment receipts — these are required for your annual payroll compliance records.
EOBI Benefits for Employees
- Old-Age Pension: Monthly pension for life after retirement at age 60 (men) or 55 (women), provided the employee has at least 15 years of insured employment.
- Early Pension: At age 55 (men) or 50 (women) with reduced benefit, after 15 years of contributions.
- Invalidity Pension: If an employee becomes permanently disabled due to illness or injury during insured employment.
- Survivors' Pension: Paid to the widow/widower and dependant children of a deceased insured person.
- Old-Age Grant: A lump-sum payment for employees who do not qualify for a full pension (fewer than 15 contribution years but at least 2 years).
How Employees Claim Their EOBI Pension
At retirement, the employee (or their family in case of death) submits a claim form to the nearest EOBI office with: CNIC, EOBI card, service certificate from employer, bank account details, and photographs. EOBI verifies the contribution history and activates the monthly pension — paid directly into the employee's bank account.
Penalties for Non-Compliance
Employers who fail to register, under-report employees, or delay contributions face:
- Fines of up to Rs. 500,000 for non-registration
- 10% surcharge per month on late contributions
- Recovery of all unpaid contributions with interest
- Potential criminal prosecution for persistent non-compliance
