Most Pakistanis know they should file an income tax return — but few realize just how much it costs them financially to skip it. The Federal Board of Revenue (FBR) maintains a publicly available list called the Active Taxpayer List (ATL), and whether your name is on it or not affects the tax rate you pay on bank transactions, property purchases, vehicle registrations, dividends, and dozens of other financial activities throughout the year.

What Is the FBR Active Taxpayer List (ATL)?

The Active Taxpayer List (ATL) is a list published by the Federal Board of Revenue (FBR) that contains the names and CNICs/NTNs of all individuals, companies, and Association of Persons (AOPs) who have filed their income tax returns for the most recently completed tax year.

The ATL is updated annually every March 1st based on returns filed for the previous fiscal year (July to June). It is publicly searchable on FBR's IRIS portal — any bank, property registrar, vehicle authority, or member of the public can check whether a given CNIC or NTN is on the list.

Being on the ATL means you are classified as an "active filer" by FBR. Not being on it makes you a "non-filer" — and non-filers face significantly higher withholding tax rates on a wide range of transactions under the Income Tax Ordinance 2001.

How to Check Your ATL Status Online

Checking whether you are on the Active Taxpayer List is simple, free, and takes less than one minute. There are two ways:

Method 1: FBR IRIS Portal (Most Reliable)

  1. Go to iris.fbr.gov.pk
  2. Click on "ATL (Income Tax)" in the left sidebar under "Taxpayer Facilitation"
  3. Enter your CNIC number (for individuals) or NTN (for companies/AOPs)
  4. Click Search — your ATL status for the current year will be displayed immediately

Method 2: SMS

Send an SMS to 9966 with the following format:

ATL <space> CNIC Number

You will receive an SMS reply within a few seconds confirming whether you are an active filer or not.

What Does It Cost to Be a Non-Filer in Pakistan?

This is where the ATL becomes critically important financially. The Income Tax Ordinance 2001 specifies higher withholding tax rates for non-filers across a wide range of transactions. Here is a comparison of key rates for filers vs. non-filers:

⚠️ Real Cost Example: If you purchase a property worth Rs. 10 million as a non-filer, the withholding tax on purchase alone is Rs. 600,000 — compared to Rs. 300,000 for a filer. That Rs. 300,000 difference could easily cover a professional tax consultant's fees for 5–10 years of return filing. Non-filer status is almost never financially rational.

How to Get on the ATL — Step by Step

The only way to get on the Active Taxpayer List is to file your income tax return for the relevant tax year. There is no shortcut or separate application process. Here is how it works:

  1. File your income tax return on FBR's IRIS portal (iris.fbr.gov.pk) for the relevant tax year. If you don't have an NTN, register first — your NTN is typically your CNIC number.
  2. Submit before the deadline — for the current tax year's ATL (published March 1), you must have filed your return by December 31 of the previous calendar year. Returns filed by December 31 are included in the March 1 ATL update.
  3. Your name appears on the ATL the following March 1st. From that date, you are treated as an active filer for all withholding tax purposes for the next 12 months.

What If You Missed the December 31 Deadline?

If you file your return after December 31 but want to appear on the ATL immediately (before the next March 1 update), you can pay a late ATL surcharge of Rs. 1,000 along with your return. Upon payment of this surcharge, FBR updates the ATL within a few days and adds your name to the list without waiting until March 1.

Important: The Rs. 1,000 ATL surcharge is separate from any late filing penalty. If you file late (after September 30), you may also owe a late filing penalty of Rs. 40,000 or 0.1% of your taxable income — whichever is higher. However, even with these costs, getting on the ATL is almost always financially worth it given the withholding tax savings on everyday transactions.

How Long Does ATL Status Last?

Your ATL status is valid for one year — from March 1 to February 28/29 of the following year. To maintain your active filer status continuously, you must file a return every year before the December 31 cutoff.

Many Pakistanis fall off the ATL by filing late or missing a year entirely. Even a single missed filing year means 12 months of paying higher withholding tax rates — which can easily cost far more than the time and cost of filing a return.
